    09/20/04: Question from Jeff
This question is in regard to the Florida at Tennessee football game.

During the game, a Florida receiver who was called for a personal foul was retaliating for being hit first. However, the official, instead of calling offsetting penalties, called the penalty on the Florida receiver even though it looked like on the television replay that he was looking directly at the play when both hits were thrown.

What is the rule concerning the first slap thrown, is it not a penalty or is the person who responds called for a penalty? Also, are the officials reviewed after games? Is there an SEC officials web site?
